Chippewa Falls Area Unified School District

Educational Excellence for a Changing Tomorrow

Governance Structure

Coherent Governance®

School board members are elected officials who represent the State of Wisconsin in providing education programs and facilities for the Chippewa Falls Area Unified School District. They must follow State law and generally adhere to the Coherent Governance® model when making decisions. School board members can only take official action at meetings that have been properly authorized and held in accordance with the law.

Here is a more detailed explanation of each part of the above passage:

School board members represent and act for the State

  • School board members are elected by the people of the District to represent their interests. They are responsible for making decisions about the education of students in the District. They also have the authority to enter into contracts, hire employees, and spend money.

in providing the District with the kind of education programs and facilities required or permitted by state law

  • School board members must provide students with an education that meets the requirements of State law. This includes providing a variety of courses, such as math, science, English, and social studies. School board members must also provide students with access to safe and clean facilities.

and in accordance to the Coherent Governance® model for leading school districts

  • The Coherent Governance® model is a set of principles that help school board members make decisions that are in the best interests of students. The model emphasizes the importance of collaboration, transparency, and accountability. See the “Governance Policies” webpage for more details in this regard.

The School Board can act officially only in duly authorized and legally held meetings

  • School board members can only take official action at meetings that have been properly authorized and held in accordance with the law. This means that the meeting must be called in accordance with the district's bylaws and board policies.
  • What is it? A school district governance model that emphasizes the importance of clarity of roles and defined separation of responsibilities between the Board and the Superintendent. It is a policy-based model that is designed to help boards be more effective and efficient in their governance.
How does it work? Through policy-based governance, it establishes clear roles and responsibilities for the Board and Superintendent to ensure that the Board is focused on the outcomes rather than the means by which to attain the District’s mission. (See below visual; click on image to enlarge)
What are the benefits? Greater clarity in roles and responsibilities, increased accountability, increased transparency, improved risk management, enhanced strategic planning, and greater stakeholder engagement.
